- ➤ Russel Chambers, who managed Leesburg’s Water Treatment Plant for 14 years over a long career, retires this week and Joe Phillips (longtime deputy manager) will succeed him. His tenure saw the plant capacity rise from 5 to 12.5 million gallons a day while meeting strict water quality standards. Loudoun Now
- ➤ Russel Chambers will retire this week as Leesburg’s water treatment plant manager after a 30-year career that boosted the plant’s capacity from 5 to 12.5 million gallons daily. His deputy, Joe Phillips (a Utilities trainee since 1998), will take over as the town continues to deliver quality water. Loudoun Now
- ➤ Del. David Reid’s HB 183 expands the First-Time Home Buyer Savings Plan Act to add townhomes and raise savings limits; it received committee approval Jan. 28 with a 17–4 vote (supported by the Loudoun Chamber of Commerce) and will move to the full House amid a worsening housing shortage.
